The Dutch Ministmegaphone - pixabayer for Development Cooperation and International Trade, Lilianne Ploumen, has triggered an interesting debate. Whilst encouraging more advocacy and campaigning activities by Dutch civil society organisations and their global partners, she severely cuts on subsidies for service-delivery, leading to a major restructuring of the Dutch development NGO sector. What can we expect from this policy shift? How do Southern partners perceive this? How independent can ‘partners’ operate in a government-funded setting? And above all: is advocacy the new magic bullet for the promotion of social justice?
